It is the Amps that kill you.
Power(Watts) = Voltage x Current(Amps)
The power must remain the same, no matter what you do to it.
Using a transformer you can step up the voltage, but to equalise the
equation, the current is made very low. So, if you step down the
voltage, the current is raised. A high current will kill you. (Or at
least give you an unimaginable shock.) If you've ever put your finger
in a light socket, multiply it by ten and you'll know what it feels
like.
