OOC - Promotions

OOC - Hello everyone!
I thought it was about time to announce some promotions and change of
crew roster.
With Alota now gone and Phil temporarily filling in as acting-captain,
Chris Harris can fill in the role of Chief Security officer in his
absence.
Also with the death of Mark McJohn, Callum Kotchanski can start as
fully fledged Chief Engineer!
Also we have a new department called "Ship Defense". Now that we have
turrets and the Blue Dwarf is practically a warship, the turrets and
exterior ship weapons can be conrolled by a different dept that is
separate to Security, allowing Security to concentrate on policing the
inside of the Blue Dwarf, so the Defense Dept can shoot what's outside.
And the head of this department will be Jack Febugure, who has already
agreed but not written it into the story yet.
